What is the legal height to be considered a dwarf?

My mother is 4ft 8in and we are trying to figure out how short you really have to be to be considered a "dwarf". I have called and tried to talk to the doctors but never received a return call.

Little People of America (LPA) defines dwarfism as a medical or genetic condition that usually results in an adult height of 4'10 "or shorter, among men and women, although in some cases, a person with a dwarfing condition may be slightly higher than that.
